Spring (March-May) and Fall (October-November) offer the most pleasant weather and clear views of Mount Fuji. Summer is ideal for beaches but can be humid, while winter provides stunning views of snow-capped Fuji on clear days.
The easiest way is by Shinkansen (bullet train) from Tokyo Station, which takes about 1 hour to Shizuoka Station. There are also highway buses and rental car options available.
Shizuoka is famous for green tea production (produces around 40% of Japan's tea), views of Mount Fuji, wasabi farms, and its beautiful Izu Peninsula with hot springs and beaches.
